3.3 Length examination. During the visual examination, each roll in the sample shall be examined for length. Any length found to be less than the minimum specified or more than 2 yards less than the length marked on the roll ticket shall be considered a length defect. If two or more rolls in the sample are defective with respect to length or if the total of the actual lengths of rolls in the sample is less than the total of lengths marked on the rolls tickets, the lot shall be rejected.
3.4 Regulatory requirements. The offeror/contractor is encouraged to use recovered materials in accordance with Public Law 94-580 to the maximum extent practicable.
4. PACKAGING
4.1 Packaging. The cloth shall be rolled on a convolute or spiral-wound chipboard tube. The tube shall have a smooth finish surface that will prevent the fibers of the chipboard from transferring to the cloth. The ends of the tube shall be flush with or extend not more than 1 inch beyond each side of the maximum width of the rolled cloth. Each roll of cloth, put-up as specified, shall be wrapped with 70-pound minimum basis weight kraft paper in such a way that the paper shall encircle the roll at least once with a minimum overlap of 3 inches, and the width of the paper shall be sufficient to fold over and protect the ends of the roll. Gummed paper tape, with a minimum of 2-1/2 inches shall be applied to the overlap seam the full length of the roll and across each end. Each roll of burlap cloth shall not exceed a weight of 225 pounds.
4.2 Packing. Each wrapped of burlap cloth, packaged as specified in 4.1 shall be completely wrapped with waterproofed kraft paper with a minimum 3/4-inch width continuous seam of adhesive, or with 3-inch minimum width cloth tape. Each roll of burlap cloth shall then be overwrapped with the same class burlap cloth as in the roll. The cloth wrapping shall be securely sewn with cotton twine or juice twine with approximately one stitch to the inch and every third stitch knotted. Closure shall be affected by securing each open end with two wire ties. The first wire tie shall be applied as close to the contents as possible. The second wire tie shall be applied approximately 1 inch from the first wire tie, with the twisted ends positioned opposite to the ends of the first wire tie. The wire ties shall be not less than 6 inches long, 0.072 inch thick galvanized soft iron or steel wire with a 1/2-inch diameter formed eye at each end. In lieu of the sewn wrapping, the cloth covering may be in bias-sewn tubing form or bags (tubing presewn one end) with closure affected by securing each open end with two wire ties as specified above.
4.3 Marking. In addition to any special marking required by the contract or purchase order, rolls and shipping containers shall be marked in accordance with MIL-STD-129, except for shipments to GSA which shall be marked in accordance
