2.4 Workmanship. The coated cloth shall conform to
the quality of product established by this commercial item description and
shall function as comfortable, durable, upholstery material appropriate for
furniture. The finished cloth shall be flat, smooth, uniform, clean, and free
from objectionable odor. The color and finish shall match the standard sample.
An allowance shall be made for any of the defects in the following paragraph,
or the defect shall be removed from the roll. If a defect is 4.5 inches (11.4
cm) or less, it shall be marked and an allowance of 4.5 inches (11.4 cm) shall
be added to the total length. If the defect is more than 4.5 inches (11.4 cm)
but less than or equal to 27 inches (68.6 cm), the beginning and end o the
defect shall be marked and an allowance equal to the full length of the defect
shall be added to the total length of the roll. Defects greater than 27 inches
(68.6 cm) shall be removed. There shall be no less than 5 yards (4.6 m) between
defect markers. The maximum number of allowances for imperfections in one 25
yard (22.9 m) roll shall be two. If there is more than one pieces plus the
number of allowances shall not exceed four.
Defects: any weight, width, length, or thickness less than the specified
minimum, any uncoated area; any non-uniform coating; any separation of coating
from expanded layer or of expanded layer from base cloth; any tacky coating;
any cracked or checked coating; any blister or lump; any wrinkle or crease on
coated surface; any non-uniform, mottled, blotched, or spotted color or finish;
any cut, hole, tear, mend, coated surface scratch or abrasion, or other fabric
defect visible on the coated surface; any curled, folded, doubled, or rolled
selvage; any dimensional distortion or waviness when the coated cloth is laid
out flat; or any soil, dirt, spot, or stain.
2.5 Measurement system. The values stated in inch-pound units are to be
regarded as the standard. The metric values stated in parentheses are for
information purposes only.
2.6 Metric products. Products manufactured to metric dimensions will be
considered on an equal basis with those manufactured using inch-pound units,
providing they fall within the tolerances specified and all other requirements
of this document are met. If a product is manufactured to metric dimensions and
those dimensions exceed the tolerances specified in the inch-pound units, a
request should be made to the contracting officer to determine if the product
is acceptable.
2.7 Commercial item. The use of the term “commercial item” in this
document does not imply that any item or items offered are not required to
conform with all requirements specified herein.
