* Appreciable change in color means a change that is immediately noticeable in comparing the test specimen with an original unexposed specimen, If closer inspection or a change of angle of light is required to make apparent a slight change in color, the change is not considered appreciable.
3.2 Workmanship. The coated or laminated cloth shall conform to the quality of product established by this commercial item description and shall function as a durable material appropriate for tablecloths and shelf covers. The finished cloth shall be free from any holes, tears, cuts, streaks, blisters, separation of coating from the base cloth, uncoated areas, grease or oil stain, or foreign matter. No defects affecting function, appearance, or serviceability shall be permitted.
3.3 Measurement system. The values stated in inch-pound units are to be regarded as the standard. The metric values stated in parentheses are for information purposes only.
3.4 Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within the tolerances specified and all other requirements of this document are met, If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch-pound units, a request should be made to the contracting officer to determine if the product is acceptable.
4. REGULATORY REQUIREMENTS
4.1 Regulatory requirements. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
5. QUALITY ASSURANCE PROVISIONS
5.1 Product conformance. The products provided shall meet the salient characteristics of this commercial item description, conform to the producer’s own drawings, specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance.
6. PACKAGING
6.1 Packaging. Packaging, packing, and marking shall be as specified in the contract or purchase order.
7. NOTES
7.1 CID based part identification number (PIN). Coated or laminated cloth conforming with this commercial item description shall be identified by a part identification number configuration consisting of identification of a portion of the CID number and color. An example of the part identification number configuration is shown below. This part identification numbering system is intended for identification and cross-indexing of the item within the Federal cataloging system. The following part identification numbering procedure is for government purposes and does not constitute a requirement for the contractor.
